With reference to the letter from this Department No: 30361079 of the 11th September last on the subject of the proposed

local audit of Expenditure Accounts in Hong Kong, I am directed by the Comptroller and Auditor General to acquaint you, for the information of the Earl of Crewe, that, after consultation with Mr:Phelips, the Local Auditor of the Colony, who is now on leave in this country, as to the question of staff and other necessary

arrangements, the Comptroller and Auditor General is satisfied

that the change of system in regard to the examination of Ex- penditure Accounts can be introduced into Hong Kong without diffi-

culty, with the increased staff which has been recommended by the

Retrenchment Committee.

2. The Comptroller and Auditor General, however, is of

opinion that it is desirable to defer the adoption of the new

system till Mr:Phelips has returned to the Colony and is able to

supervise its introduction.

3. Though Mr:Phelips's leave does not expire, at the earli-

est, till 25th October, he is prepared to leave England in July,

when it is proposed that he should travel via Siberia and inspect

the accounts of the Northern Postal Agencies and of the Wei Hai

Wei Government on his way to Hong Kong, arriving in the Colony

in the middle of September.

4. It is assumed that if this arrangement is carried out Mr:Phelips will draw full pay from the date of his taking up his duties in connexion with the Postal Agency Accounts.
